The Director of the Customs Chamber in Biała Podlaska appointed a team whose task was to draw up an application for financial assistance within the framework of the EEA Financial Mechanism and the Norwegian Financial Mechanism in the scope of the priority “Human Resources Development” at the Customs Chamber in Biała Podlaska and subordinate customs offices.
The team appointed by Decision No. 7 of the Director of the Customs Chamber of 24 January 2008, upon making a detailed analysis of training needs at the Customs Chamber in Biała Podlaska and subordinate customs offices as well as performing a financial analysis concerning expenditures connected with carrying out planned activities, prepared an application regarding individual project co-financing from the funds of the EEA Financial Mechanism and the Norwegian Financial Mechanism of an individual project which was named “A Well Educated Customs Officer – the New Quality of the Polish Public Administration”. The application lodged within the priority 2.4 “Human resources development through, inter alia, promotion of education and training, strengthening of administrative or public service capacities of local government or its institutions as well as democratic processes, which support it” was prepared in order to improve the quality and effectiveness of work at the Customs Chamber in Biała Podlaska and enhance prestige of the customs service. The project provides for attaining the set goal through increasing the level of education among officers and employees of the Customs Chamber, i.e. their taking part in various forms of education (postgraduate programmes, courses, specialised training) focused on precisely defined subject matter areas. The total budget of the project was estimated at 515,210 euros, of which the grant accounting for 85 % of eligible costs is going to amount to 407,120 euros.

The local Customs Chamber filed with the Office of the Committee for European Integration the application concerning co-financing of an individual project “A Well Educated Customs Officer – the New Quality of the Polish Public Administration” from the funds of the EEA Financial Mechanism and the Norwegian Financial Mechanism.

At the session held on 18 June 2008 the Team – Steering Committee approved a standby list of applications recommended for support which contained the project of the local Customs Chamber PL0431 “A Well Educated Customs Officer – the New Quality of the Polish Public Administration”. In consequence of free funds being generated within the priority 2.4, the National Focal Point acceded to the proposal of the intermediate body to finance the above-mentioned project.

An appraisal of the project by an external expert, Ms Romana Krizova – Director of the Cross Czech company.
On 14 November 2008 a meeting was held at the seat of the local Customs Chamber aimed at appraising the project PL0431 “A Well Educated Customs Officer – the New Quality of the Polish Public Administration” by an external expert, Ms Romana Krizova. The Customs Chamber was represented at the meeting by: the Director of the Customs Chamber, Chief Accountant, Coordinator of Assistance Programmes as well as heads and representatives of departments which were going to be involved in carrying out the project. Participants of the meeting answered questions posed by the external expert, specifying at the same time any issues concerning the application which required additional explanations. The explanations provided and arrangements made during the meeting were transmitted to the expert in a written form on 19 November 2008.

The Office of the Committee for European Integration transmitted to the Financial Mechanism Office the external expert’s report of 24 November 2008 concerning an appraisal of the project and its recommendation for co-financing.
The received report resulting from the appraisal having been made states that the project of the Customs Chamber in Biała Podlaska is in compliance with priorities of the EEA Financial Mechanisms and local development strategies. Thus, the carrying out of the project is fully justified and the beneficiary is properly prepared for implementing the planned undertaking, which allows for the external expert’s making recommendation for the co-financing of the project.

The Committee of the EEA Financial Mechanism issued a positive decision regarding the granting of co-financing for the project and transmission of a letter with the offer of assistance – the Grant Offer Letter (GOL).
